What is the plane that keeps circleing Pacific Beach over the past few days?|174915

It looks about the size of a 737 seems to be flying at around 3000 feet and has cables from wings to nose and tail.

It has been circling the beach for the past few days, is it a tourist thing.

I saw it too, and was curious to know. I found the answer at the San Diego Union-Tribune on line. The plane is apparently doing some electromagnetic surveying. The link to the article is:
