Whats the white stuff that trucks in Florida driving around the suburbs release?|197554

I recently saw a documentary on Florida (or it might have been Louisiana?) and there was a truck driving around the streets around the houses releasing clouds of what looked like a white powder. Is this some kind of mosquito deterrent?
