Good luck with getting the job. =PThere are two types of jobs at the White House: political (meaning that you are appointed by the President) and civil service. I believe that the maintenance jobs are all civil service. I also believe that the US General Services Administration is responsible for maintaining the White House, and probably fills those jobs.
Particularly since 9/11, all people who work at the White House have to go through a rigorous security screening.
