Don_t forget that the federal government already owns bunches of land across the country, particularly in the West. Nevada has a very large percentage of land owned by the federal government. And some new national parks are a mere upgrade from national monument status.

How are parks considered to be National Parks?|159625
I was wondering, there are some parks that are State Parks and there are some that are National Parks. How does the government decides which ones are which? The federal government agrees to take over certain lands if it feels worthy of designating those spots as a national park or monument. The states really don_t mind handing the land over, since the parks probably are a money-loser and it_s good to have someone else pay for it (and indeed will probably upgrade the facilities after taking it over).

Which agency owns the land is the deciding factor.
