What is that Japanese looking building on the cliff at the Intersection of Routes 87 and 287 in New York?|199837

Whenever we are driving back to Albany, from PA we see this building around the Sloatsburg Suffern Exit, high up on the cliff. It looks like a huge Japanese style building but we have no idea what it is and we_d really like to find out. Any help?
